ベトナムのＣＫＤ部品関税引き上げについて（別添書簡）

Your Excellency:

We are writing as the leaders of four automotive trade associations, who together represent all of the major auto manufacturing companies around the world. Each of our associations also represents member companies with significant investments in automotive operations in Vietnam.

The Association des Constructeurs Europeens d'Automobiles (ACEA) of the European Union, the Automotive Trade Policy Council (ATPC) of the United States, the Japan Automobile Manufacturers Association (JAMA) of Japan, and the Korea Automobile Manufacturers Association (KAMA) of Korea wish to jointly express our serious concerns with the government of Vietnamユs new policy directive (Decision 146/2002/QD-BTC) which substantially increases tariffs on imported automotive component kits (CKD's) effective January 1, 2003.

We believe that this action, which was abruptly taken without consultation with the local automotive industry, is contrary to the governmentユs stated goal to develop a sound and viable automobile manufacturing industry in Vietnam. If implemented, we believe Decision 146 will seriously undermine and weaken automotive manufacturing in Vietnam and threaten its viability as a center for local or regional production and trade.

As a result of this decision, some manufacturers will be forced to shut their operations. Certainly all automotive companies will be required to increase prices, which will result in a sharp decrease in industry sales and production.

More broadly, the most serious effect of this sudden and unexpected action will be to jeopardize Vietnamユs position in the global business community as an investment location and to imperil future foreign direct investment in Vietnamユs automotive industry.

On behalf of all of our respective member companies, we urge you to revoke Decision 146/2002/QD-BTC.

私どもは、世界の主要自動車メーカーのすべてを代表する、四つの自動車関係業界団体のリーダーとして書簡を提出いたします。私どもの団体それぞれは、ベトナムでの自動車事業に多大な投資を行っている加盟各社の代表でもあります。

　欧州自動車工業会 (EU)、自動車貿易政策協議会 (U.S.)、日本自動車工業会 (JAMA)、韓国自動車工業会 (KAMA) は、ベトナム政府の新しい政策指令（決定 146/2002/QD-BTC)で、2003年1月1日から輸入自動車部品キット (CKD)に課される関税を引き上げる措置　に対して、私どもの深刻な懸念を共同して表明したいと存じます。

　私どもが考えるに、この措置は現地自動車産業との協議なしに突然実施されたもので、ベトナムに健全かつ存続可能な自動車製造産業を育成するとする政府が明確に述べている目標に相反するものです。我々が考えるに、仮に実施される事態になれば、 "決定146" はベトナムにおける自動車製造を深刻に阻害し、かつ弱体化させ、また地方または地域の生産及び貿易センターとしてのベトナムの存立可能性を脅かすものになります。

　この決定の結果として、一部メーカーはそのベトナム事業の閉鎖を余儀なくされると想定されます。それに間違いなく、すべての自動車会社が価格引き上げを求められる事態が想定されますが、これは自動車産業の販売と生産の急激な減退をもたらします。

　より一般的には、この突然でかつ予想外の措置がもたらす最も深刻な影響としては、世界全体のビジネス社会で、投資先としてのベトナムの地位を危うくし、ベトナムの自動車産業に対する今後の外国直接投資を妨げる事態が想定されます。

　私どもの加盟会社すべてを代表しまして、私どもは閣下が "決定 146/2002/QD-BTC " を取り消されるよう切望いたします。
